Dr. Patrick Mugabo currently serves as the International Vice President for Africa and Chair of the CILT Africa Forum. In this role, he provides strategic leadership in advancing the Institute’s agenda across the continent, supporting collaboration, professional development, and growth within the logistics and transport sector.

Supporting the execution of CILT Africa’s continental initiatives through executive coordination and strategic communications, ensuring effective planning, communication flow, and operational alignment across the region.

Doreen Owusu Fianko, FCILT is an Aviation and Tourism expert with over 40 years’ experience. She is currently the Global WiLAT Chairperson. She serves on the CILT International Management Committee and is an Advisor to the CILT Council of Trustees. Doreen joined the CILT family as an Associate member of CILT, UK in the early eighties and became a Chartered Fellow in June 2010. She has served as the Deputy Global WiLAT Chairperson (2021-2026); Global Vice-Chairperson for Northern and West Africa (2018 -2020); Africa Regional Coordinator for WiLAT (2015-2017) and as the Founding Chairperson of WiLAT Ghana in December 2013. With a major in Economics, she has consistently demonstrated her commitment to professional excellence and leadership by undertaking several specialist courses in Aviation, Tourism and Management over the decades. Her positions held in public service during her working life include Head of Corporate Planning and Commercial Departments – Ghana Airways; Director, Ministry of Tourism; Chief Executive Officer - Ghana Tourist Board; Managing Director-Ghana Airports Company Limited. During this period, she presented papers at various international industry conferences and programs. She has served on several Boards of Public and Private Institutions in the Aviation and Tourism sectors in the past. She currently serves on the following boards: Sectoral Advisory Board of Regional Transport Research and Education Centre, Kumasi (TRECK) of the Kwame Nkrumah University of Science and Technology (KNUST), Ghana and the Africa Continental Free Trade Area (AfCFTA) Policy Network, Ghana. Doreen has received several awards in the industry including: the Millennium Excellence Award for Tourism Promotion 2010 ; named the First of Five Inspirational Public Sector Leaders in Ghana by IMANI Centre for Policy and Education in 2011; West Africa Nobles Forum "Nobles International Award" for her unwavering commitment to Honesty, Integrity, and Accountability in 2011; the Chartered Institute of Marketing-Ghana's “Marketing Woman of the Year Award” in 2012 and Emerging Airports Conference (Dubai) award “Woman in Aviation in Africa” in 2012 among others. Over the years, Doreen has served as mentor for younger women executives promoting the interests of women working in the logistics and transport sector in Africa as she is very passionate about career advancement and professional development of young ladies in our industry, basically the empowerment of women. She is currently engaged in Aviation and Tourism consulting.

Dr. Ogochukwu Ugboma is a transport and logistics scholar, practitioner, and advocate whose work spans maritime logistics, urban freight governance, pharmaceutical supply chains, and blue economy policy across Africa. She is an Associate Professor and Dean of the School of Transport and Logistics at Lagos State University, Nigeria, and co-editor of Transport Services Management in Africa (Routledge, 2025), one of the first comprehensive academic volumes on the subject from an African perspective. Her research appears in leading international journals including Maritime Policy and Management and Transportation Research Part D, and she serves as an External Examiner for doctoral research at the University of Johannesburg, South Africa. A Fellow of the Chartered Institute of Logistics and Transport (CILT), Dr. Ugboma brings deep industry engagement to her scholarship. She has delivered executive masterclasses for C-suite professionals, conducted supply chain quality assurance assessments for pharmaceutical organisations across Nigeria, and coached government health agencies on supply chain strengthening under USAID-supported programmes. She is Global Vice Chairperson for North and West Africa at Women in Logistics and Transport (WiLAT) and Lagos Zonal Coordinator at the African Centre for Supply Chain (ACSC). Her contributions to the profession have been recognised with a Volvo Research and Education Foundations Visiting Scholar Grant, a Tertiary Education Trust Fund Postdoctoral Fellowship at Morgan State University, Baltimore, and a USAID research grant. Dr. Ogochukwu Ugboma is committed to building a logistics and transport profession in Africa that is rigorous, inclusive, and fit for the continent's future.

Ms. MBABAZI Ruth Melody, CMILT, is the President of the Chartered Institute of Logistics and Transport (CILT) Rwanda Branch, making history as the first woman to lead the Institute in Rwanda. She is an accomplished Logistics, Supply Chain, and International Trade professional with over a decade of experience in freight forwarding, commercial strategy, supply chain management, and cross-border trade facilitation. Before her election as President, Ms. MBABAZI served with distinction as Vice President of CILT Rwanda and as Chairperson of Women in Logistics and Transport (WILAT) Rwanda. Through these leadership roles, she championed professional excellence, industry collaboration, capacity building, and the advancement of women in the logistics and transport profession. Professionally, Ms. MBABAZI leads supply chain and commercial strategies within the critical minerals sector, where she supports regional and international trade by driving efficient logistics solutions, strengthening strategic partnerships, and optimizing value chains. Her expertise encompasses supply chain strategy, international trade, business development, and sustainable logistics practices. A passionate advocate for professional development, Ms. MBABAZI is a CILT-accredited Trainer of Trainers (ToT), dedicated to mentoring and developing the next generation of logistics and transport professionals. She also serves as the host of the CILT Africa Podcast, providing a platform for knowledge sharing, thought leadership, and meaningful dialogue on emerging trends, challenges, and opportunities across Africa's logistics and transport sectors. As a Chartered Member of the Chartered Institute of Logistics and Transport (CMILT), Ms. MBABAZI is committed to promoting professional excellence, ethical leadership, innovation, digital transformation, and sustainable supply chain practices. Under her leadership, CILT Rwanda seeks to strengthen collaboration among industry, academia, and government; expand professional education and membership; empower future logistics leaders; and contribute to Africa's economic transformation through resilient, efficient, and globally competitive supply chains. Mrs. Sharone Ariane AGBO is a logistics, transport, and supply chain management professional with over fifteen years of industry experience. As the National President of The Chartered Institute of Logistics and Transport (CILT) Togo, she is committed to strengthening professional capacity, advancing industry standards, and promoting international best practices in logistics and transport. She also serves as the Green Practices Representative for the North and West Africa regions, where she champions sustainable logistics and environmentally responsible transport initiatives. Through her active participation in CILT Africa forums and conferences, she contributes to knowledge sharing, strategic partnerships, and regional collaboration across the continent. Her commitment to Women in Logistics and Transport (WILAT) is reflected in her mentorship, advocacy for women's leadership, and initiatives aimed at empowering women in the logistics and transport sector. Recognized for her strategic vision, inclusive leadership, and dedication to innovation and sustainability, Mrs. AGBO continues to play a significant role in advancing CILT's mission and shaping the future of logistics and transport in Africa.

Dr Albert Njamen Njanke is a supply chain, procurement, and logistics expert with over 30 years of national and international experience. He holds a Doctorate in Management Sciences and an Executive MBA from HEC Montréal, and is a Certified Procurement Professional (CPP) and Certified Supply Chain Specialist (CSCS), among other credentials. He is the President of CILT Cameroon. In March 2026, he designed and launched two new pan-African certification programs — the Certified Professional Supply Chain Auditor (CPSA) and the Certified Supply Chain Operator (CSCO) — building on his earlier role in introducing IIPMR USA and CILT UK certifications to French-speaking Africa. His career spans over a decade in senior logistics and procurement roles at Cimencam Lafarge, alongside consulting engagements with Dangote, Neptune Oil, and the World Bank and various companies in different sectors. He is also the author of Supply Chain: Concepts et Opérations.

Dr. Tapiwa Christopher Mujakachi is a seasoned logistics and transport executive, scholar, and consultant with over 20 years of experience across government and private sectors. A Fellow of the Chartered Institute of Logistics and Transport (FCILT) and Chairperson of CILT Zimbabwe, he combines academic excellence with practical leadership in supply chain management, governance, and strategic development. He has authored scholarly works, taught at multiple universities, supervised postgraduate research, and contributed to curriculum design, making him a distinguished voice in advancing efficiency, professional growth, and sustainable leadership in the logistics and transport industry.

Elvin Harris is a highly influential senior executive and transport policy expert with an extensive career in South Africa’s freight transport sector starting in 1995. During his impactful government tenure, he served as the first Policy Advisor for Freight Transport at the Department of Transport and as Chief Director: Transport Enterprises at the Department of Public Enterprises. He co-authored Moving South Africa – The Action Agenda and shaped major legislation, including the National Ports Act. Later, Elvin spent 13 years at Transnet Freight Rail in senior roles, including Executive Manager: Strategy, Capacity Planning, and Supply Chain. He holds an Honors degree (Cum Laude) in Transport Management and an Executive Programme credential from the University of Singapore. Currently, he is the President of the Chartered Institute of Logistics and Transport South Africa (CILTSA) and has been pursuing independent business interests since 2021.

Dr. Boboye Oyeyemi, Ph.D., OFR, NPOM, FCILT, is a distinguished transport strategist, public administrator, and President of the Chartered Institute of Logistics and Transport (CILT) Nigeria. Over a 40-year career, he transformed the Federal Road Safety Corps through digital driver licensing, road safety reforms, improved emergency response, and stronger transport governance, earning national and international recognition. An alumnus of the University of Nigeria, the University of Lagos, and the Harvard Kennedy School, he has received numerous honours and fellowships. As CILT Nigeria President, he is driving institutional reforms, professional development, strategic partnerships, and multimodal transport integration to strengthen Nigeria’s logistics and transport sector.

Alhaj Saaka Dumba is a Transportation Planner and an Environmental Health Technologist with over 27 years’ experience in both public and private sectors. He is a Chartered Fellow and the President of CILT Ghana, and a retired Transport Director from Ghana, Ministry of Energy currently the Ministry of Energy & Green Transition. He is the current President of CILT Ghana and an Advisory Board member to the Ministry of Transport Ghana. Education and Training He holds a Master’s Degree in Transport Planning and Management from Sheffield Hallam University, UK (2000), an Executive Masters in Governance and Leadership from the Ghana Institute of Management and Public Administration (GIMPA), (2009) and a Diploma in Environmental Health Technology from the Kwame Nkrumah University of Science and Technology (KNUST) (1989). Professional Career History He is the first Chief Transport Manager/Director of Transport in the Ghana Civil Service and retired after working with the Ministry of Energy and Ministry of Health as Director of Transport. He facilitated the development of transport policies and management systems in the two ministries. He was instrumental in the development of the first Scheme of Service for Transport Management Class in the Ghana Civil Service. He was member of a team that initiated and managed the Ministry of Health (MoH) Vehicle Hire Purchase Scheme in 2005. More than Four Thousand and forty two (4,042) health workers of all categories benefited from brand new saloon cars and motorcycles of different makes & models through the scheme. This reduced the brain drain of health workers for greener pastures outside the country. In the MoH, he was the National Motorcycle Fleet Co-ordinator from April 1995 to December 1997 where he managed the implementation of a fleet of over 1000 motorcycles in the MoH transport system and facilitated the training of over 800 managers, 2000 riders, and 150 mechanics on the motorcycles zero breakdown environment. He was also involved in a seminar on the Zero-breakdown revolution in professional service delivery and Riders for Health Field Conference in Harare, Zimbabwe in 1997. He advised other governments in Mozambique, Republic of South Africa, Malawi, Kenya and Northern Nigeria in transport management systems between January 2000 and December 2008. In 1993 he co-authored the transaid transport management manual with Sarah Nancollas then Technical Advisor to the Ministry of Health from the UK Department For International Development (DFID). This manual is being used by UNICEF and many other countries. From January 2002 to August 2006 he was a Member Secretary to the Committee that Developed the National Ambulance Service (NAS) Policy document for Ghana and Implemented the NAS Pilot Scheme. He was a board member of the National Road Safety Commission Authority from September 2009 to January 2017. Relationship with CILT Alhaj Saaka Dumba, In March 1998 in Ghana, became interested in CILT when he hosted the patron of CILT, Her Royal Highness, Princess Anne, as the Co-ordinator of the MoH Motorcycle Project that was funded by DFID and managed by Save The Children Fund, U.K. He joined the CILT as a student in 1999 and gained his Chartered Member in 2000 in the United Kingdom (UK) and was elected a Chartered Fellow in 2014 in Ghana during the Africa Forum. From 2001 he was active in the formation of the Accra Branch of CILT. He joined the Governing Council as an Executive Member from 2017 to 2021 and later became the Vice President - Road from 2021 to 2025. He was elected at the Annual General Meeting (AGM) as the President of CILT Ghana in November 2025. At the request of the Patron of CILT, Her Royal Highness, Princess Anne, he led a situation analysis and later introduced a motorcycle fleet management system in Morrumbala and Mopeia districts for Save the Children Fund (UK) and UNICEF in Mozambique. The initiative aimed to improve healthcare access in remote areas. The final report was presented to HRH at Buckingham Palace in October 2020, in the presence of Save the Children Fund and transaid trustees. Leadership role in CILT As an Executive Member he held a lot of positions including being the sub-committee Chairman for Health and Security in the 2022 CILT Africa Forum in Accra. Following his election as the Vice President - Road, he represented the institute on several working committees within the Agencies of the Ministry of Transport ie joint committee of CILT and National Road Safety Authority (NRSA) that developed transport managers and officers training modules in line with NRSA new rule. He worked closely with the President and Executive Committee, chairing several committees such as a ministerial advisory committee on a proposal from the presidency on the establishment of a Road Transport Services Authority and a Road and Safety Management Authority. Mentorship as strength Alhaj Saaka Dumba has encouraged and mentored junior officers such as drivers, female typist, personnel officer and service personnel who worked with him in the Transport Unit to become transport managers/officers in Ministry of Defence, Ministry of Energy, Petroleum Commission, Food and Drug Authority, the Attorney General and Ministry of Justice. These are all members who are part of the CILT family. The female typist became the first female transport manager in the Ghana Civil Service. Who happens to be the current Transport Manager for the Petroleum Commission, Ghana.
